caltechlibrary/py_dataset: Addition functionality

Description

Added missing functions from libdataset.go (e.g. `is_open()`, `close_all()`, `open()`, `frame()`). Renamed `make_objects()` to `create_objects()` to be more consistent with naming scheme.
